Not charging:
Solar panels will charge phones/tablets in full sunlight. It does not work indoors.
The solar panel will stop charging when a cloud or a shadow passes by, and will not resume charging until you unplug the cable from the solar panel and plug it in again.
Please fold it for 5 minutes, unfold it again in full sunlight, and then try to charge your phone to see if it works. Try a different charging cable and a different device.
Waterproof or not:
The solar panel is not waterproof. Avoid direct exposure to water, rain, and moist environments.
