Yes, eufyCam (eufyCam/eufyCam E/eufyCam 2/eufyCam 2C/eufyCam 2 Pro/eufyCam 2C Pro) must be used with HomeBase. 
 

eufyCam relies on proprietary power-saving Wi-Fi and low-frequency wireless protocols for communication in order to reduce power consumption and to establish a secure connection, so connecting eufyCam to regular Wi-Fi networks is not possible.

 All eufyCam E/2/2C/2 Pro/2C Pro series are compatible with HomeBase and HomeBase 2.
